This depends on a lot of factors of how you want the breakdown to happen, but off the top of my head here is what I'm thinking.
I think you'll probably want to calculate how many months there are between now and the close date, and then divide the remaining budget of that number of months.
To do that you'll need to use the TODAY() function to return the current date and use the MONTH() function to pull the current month out of the date (may also need to pull the year out as well). Then you'll want to do the calculation to subtract the number of months left from TODAY() to the close date, then divide you remaining budget by that number.
Does that make sense?

I just tested your first formula and it worked as expected; the only thing I changed was I made sure there was an open parentheses after your first INDEX, before {Hawaii...:

That trigger I think is "within the last 30 days", which would explain the issue you're having.
I think you're looking for "30 days after" the date field you're looking at. Screenshot below:

Workspaces is how to manage them. We set up a Workspace for each Region, then folders within that to make the organization even more straight forward.
If you have Control Center, there is an automated Archiving process you can use. If not, you could set up a Workspace called Archive that you can move sheets to when they get out of date, but you could still reference them if needed.
*last tip. If you call it zArchive it will sort to the bottom of your list.

Could you post a screen capture of the error, or outline what error you are receiving?
Just based on the text above, it looks like some of your quotation marks are straight, like this ", and some are curved, like this ”.
Smartsheet formulas would need all " marks to be the straight ones, like when you type into a cell in Smartsheet. Sometimes if you're copy/pasting formulas from other programs (such as a Mac Notepad) the characters used for quotation marks are actually seen as a different type of symbol and can cause an error.
Try replacing all your quotes with ones that were typed directly into Smartsheet!

I tested the code I pasted above, and it worked out flawlessly on my own Test Smartsheet.
Geneviere is correct, I didn't notice you use curly brackets. I rewrote the code from scratch. Did you copy the code I pasted or did you just add the last part?
A tip for the future: don't type your formulas in Microsoft Word
