Is there any way we can send alert or reminder to user which don't have authorization to sheet but email id appear in a contact list

Multi-Select formula using the selections as the criteria.
See attached document for details, but I need to select email addresses from an external sheet where the contents of a multi-select column is used as the criteria. This was my attempt. Is there a way to see if my sheet is being referenced?
I have a sheet I would like to delete but I want to make sure it is not being referenced or being pulled into a dashboard. Can I do that?
