Copy only new rows to a "Target Sheet"

Hi Community-

I have a source sheet that has a ton of financial data that we simply erase each day and paste in the new data. 

I have created a new sheet that only grabs some of the finacial data if a criteria is met using the "Copy Row" automation. However this seems to be adding in duplicate rows when I erase the data each day and paste in new data in the source sheet. I don't want to copy duplicate rows for a project ID already in the target sheet, but only update the data.

I have tried to combine "Copy Rows" if criteria is met and then use datamesh to overwrite the data in the Target sheet. It still occaisonally adds rows.

Source Sheet --> Copy Rows to Target Sheet if criteria is met (only new rows) --> Update existing financials if any changes on source sheet within Target Sheet

Datamesh would work for this alone if you could establish a criteria being met.

Any ideas?
