Date Validation

We're tracking Open Enrollment for multiple clients on one sheet (below just includes one client). I have played with helper columns trying to find a way compare these dates with no success. Since they are on different rows, getting them to line up to compare them is providing difficult. Any suggestions or tips would be greatly appreciated.

Hello.. No Group Name varies based on hierarchy (level 0 = client, level 1 = category, level 2 = task), however, Group Number is the same for each row for that client.
