Assigning ownership to a sheet

I have a sheet that I would like to assign to someone else as owner (the person is already Admin on the sheet), but I get this error message. Thoughts?

  Hi @Karen Bruer,

  Is the user you're trying to transfer to a paid or free user?

  If free, they can't "own" files.

  If paid, you'll need to contact the support team.

  Another thing that comes to mind is "if the user already owns the maximum number of files allowed".
