Custom Welcome Screen not rendering properly

I have a dashboard with a lot of content that I wanted to set as the default welcome page. When I enable custom content and enter the dashboard URL I can see it in the 

preview, however when logging back into the system instead of the preview of the dashboard I get 3 windows rendered on top of each other. Each one is smaller than the previous one and the content is blank aside from a Continue button. Selecting cancel closes that window but there is another one behind it. Hit Continue on that one and finally I see the dashboard preview.

Is this a known problem? I have tried Chrome, Firefox, and IE to see if it was browser related but  they all have this issue.
