Parent level approval requests?

Is there a way to set up approval requests at the parent level?

Parent row includes project description, Owner, PMO, etc, etc.

Child rows break out task types into groups

Grandchildren row list owners of each task under the task type group.

Example:

       Description                                    Owner            PMO

• Project XXX                                 Jon Doe         Pam PMO       (Parent row)
•      Requirements                                                                       (child group 1)
•             Requirements                  Pam PMO                             (grandchild row)
•             Test scripts                       Jason Jones                         (grandchild row)
•      Development                                                                        (child group 2)
•             Development                    Chris Smith                          (grandchild row)
•              Unit Test                           JJ Johnson                          (grandchild row)

We use same Owner column for parents & grandchildren. I would like to set up a notification & an approval request at the parent level for the project Owner when all of the tasks are completed. I really don't want to add another column. I have a bunch of hidden columns already and would like to minimize if possible.
