Report access without sheet access

I have a sheet with a lot of information

I want a particular person to be able to access a subset of that information. I therefore created a report which includes exactly what i want them to be able to see. 

I tested sending a link to the report to an external address but when i log in as that external user all i see is a blank report.

Do i also have to give the users i want to be able to access the report access to the original sheet?

    A couple questions i would ask are,

    1. Does the user have to be able to update the report or change information in their rows? 
    2. Is it acceptable to share the data publicly with people who are able to see the link? 

    If it is acceptable and they don't need to be able to edit the report or update data. I would publish the report. (See screenshots). There are some restrictions you can set to make sure only the people who are in your accounts can access or you can make it available to anyone with the link and share it only with that specific user. 

    1. Click the "Globe" Icon to access the publish settings
    2. Turn on the publishing of the report. 
    3. Set your restrictions and share the View only access report.
