Workflow utilizing data uploader and a template

So here at my company, we have a project template. This template contains many setting, functions, workflows and conditional formats that help organize our information. We currently generate an excel template similar to the one in smartsheets then copy paste into our template.

My question is regarding the best way to get this excel template merged into our smartsheet project template. I would prefer not to create a new project sheet every project, attach the excel file and run a data uploader work flow. Also, importing doesn't work as it removes all the formatting from the template. There has to be a better way than just copy pasting, any suggestions?

I was hoping I could attach a file to the template itself and generate a new sheet when a new attachment is added, merging the new file into the new sheet.
