Sharing Permission; Shared Sheet Management for Unlicensed User/Free Collaborator

Good afternoon, In reviewing the question that Nino Chkhikvadze posted on 7/30/20, and the response from Andree Stara, Community Champion, on the same date, would it be accurate to say that an unlicensed user with admin. permissions is unable to utilize workflow/automation unless they have a license? I truly appreciate your insights. I currently have a unlicensed user who is unable to utilize the workflow/automation, which is puzzling because I previously had an unlicensed user who was able to automate but is no longer with us. Perhaps they had additional credentials at the time.

it would be easier to provide the link to the post so it would be easier to find it and read the content of what Nino discussed with Andree.

It was never possible to be Admin on any sheet without license… the higher was Editor tha can share.

So even with the new User Subscription Model does not change anything for Admins as if anyone needs to change workflow, add new column etc. needs to be Admin or Owner and both of those need paid license.
