Refresh icon/prompt now showing after a user saves new data

Issues changing rows/columns
I have owner permissions on a smartsheet that I need to make adjustments to. I need to delete/rename columns, etc. The options aren't coming up for me to use. Is there something different I should be doing? I didn't create the sheet but I am set up as an owner, so it should work, right?

Multiple users editing a sheet at the same time
I noticed that Smartsheet allows 2 (and maybe more) people to open a sheet in EDIT mode at the same time. It looses the changes made by one of them based on who hits the SAVE button first. Is there is an option which doesn't allow a sheet to be open in EDIT mode if someone else has already opened it in EDIT mode? Thanks.

How to make a User Group a Dropdown List
We have created user groups for different departments and have several forms with a column of users. How do we make the drop-down on the sheet pull from a specific user group? Right now we have to manually add/remove names from each sheets' drop down list which defeats the purpose of building user groups.

Allowing Circular Reference
I would like to run a calculation with a circular reference =IF(Date1 = [1]1, 100 - Total1, [1]3). This allows me to keep the cell as is if the IF statement is false. Is this possible? [1]3 is the circular reference.
