Is anyone else confused by this?

If someone is a "Viewer" on an asset technically they cannot take a qualifying action, correct? Don't they first need to 1) click on "Request to Edit" at top right of asset and then be granted access by the Owner or Admin of the asset?

This seems very confusing and misleading to me. A Viewer cannot become a Provisional Member unless someone changes their permission to Commenter or above.

Is this confusing to anyone else? Or am I totally missing something??

You’re not missing anything — the wording in the documentation can definitely feel confusing, since it makes it sound like any Viewer could become Provisional. In reality, a Viewer cannot take qualifying actions. They would need to be granted Commenter or higher permissions, and only then, once they take a qualifying action (like adding a comment or updating a cell), they would be promoted to a Provisional Member.
