"Alert Someone" in a "Contact" (email) column not trigger for some

I have an automation set to trigger when a row is changed and when one other condition is met (need 2 cells to both reflect "approved" to trigger an alert to email the "contact" that their request has been approved).

I have no restrictions on the sheet. Still, some are receiving their alerts while others are not and I can't find where the issue is. Could it depend on if the condition is met before the trigger row is met or vice-versa?

It's possible the the users not receiving have notifications turned off. Click the Notifications icon in the upper left and then select settings from the three dots to the right to review which notifications are allowed.

Another possibility is that the user chose to Unsubscribe from notifications. It's a little more complex to fix that problem. You can try this discussion:

ETA: It looks like many people are having notification problems today based on the number of questions that are appearing in the discussions.

Thank you so much! This was very helpful. I am seeing that the "emails" are in the notification section on Smartsheets, but emails are still not going to inboxes, even when all the settings reflect the user receiving an email for any/all alerts that you can possibly select. I've posted another thread asking about that. Getting one step closer. Thanks again for taking the time to help me.
