I am trying to use COUNTIF to refer to the number of projects that are under a certain parent row. I am having a hard time not coming up with a #INCORRECT ARGUMENT SET error.

Have you tried...
=COUNT(CHILDREN([Project Column Name]XX))
Replacing the "XX" with the specific row number (or "@row" if the formula is on the same row as the parent row you are trying to count the children from).
