Bug?: % Complete report filtering

Is this a Bug? I've set my report to display rows where %complete is "less than 100 or is blank" but the report continues to pull rows that are set to 100. This behaviour seems to be consistent in all my sheets, including this brand new one I created from a template!

I think I figured this out. The report needs to choose items less than 1, since 100% is equal to 1. 50 percent would bt 50/100 or .5, and 25 percent would be 25/100 or .25.
Changed my report to display less than one and is now working.

While this is a simple fix why have a column that uses percentages and then logic that uses a 0-1 scale? Very Confusing.
