I have a project template that has a requirement to have a start date set of which I choose and I dont see a way of 'moving' the whole project to a new date, is this possible?

I typically have a "Permission to Start" task at the beginning of a project.
The tasks that can start immediately have that task as a predecessor.
The whole project is under a single parent, so if I change Permission to Start's start date to something in the future, the entire project should shift - and I can see this by looking at the parent rollup dates.
If it doesn't, then there is a some tasks that do not have predecessors.
