Automated workflow not working for all users

I have set up an automated workflow to alert individual team members of their assigned tasks. There seems to be a problem with some users not receiving the notification when I set up the assigned task. These users do receive emails when a comment is directed to them. This problem seems to be independent if you have a SmartSheet account setup or not. Not sure what I am missing.

You would click on Manage Workflows in the sheet and then check those particular settings.
