Sheet Summary - Not Equal to a value "On Hold" as well as any records where [Status] is blank

How can i capture the counts on a sheet for rows with a status that is BLANK and <>"On Hold"? I can do one or the other but cant seem to get both combined.

@GILLL023 Have you tried "=COUNTIF(Column:Column, ISBLANK(@cell)) = COUNTIF(Column:Column, "On Hold")"?
