Combining Text in one column with a URL listed in another column

I have a column of text in one column and a list of URLs in the other. I desire to create a formula to combine the two columns into a third column showing the text as hyperlinked. Example: Column 1 lists Jane Doe. Column 2 lists https:www.janedoe.com Column 3 would be Jane Doe

I am looking for a solution or product enhancement.
