Weekly updates to the Project Worksheet entail changing the name with a date stamp identifier. Will this necessitate re-sharing the worksheet with project workstream owners each time the worksheet name is changed?

No, because it's shared with a Sheet ID, so even if you change the name, the ID would be used to decide the access.
