Conditional Formatting activating incorrectly

Please review the following Screenshot. I can confirm that all columns are empty except for the one cell with "Yes" in the column highlighted in yellow here. I have a series of Conditional Formatting that would highlight the Responsible Contact Field for a group of important fields.

However, the Mexico Field that is highlighted does not have a Conditional Format statement, but the Contact field was highlighted red anyway.

Can someone please clarify what issue I might be running into, or what could cause this to happen? Thank you in advance.

I would check all the values in that row for Item Description/Item Name, Unit of Measure, Country of Origin, HTS Code/Schedule B, ECCN, Value Each USD or REturn to HQ being blank I can't see the rest of your sheet to tell if they are blank or not.

The row is meeting the criteria for the first rule (and all others, but the first one is the one that caused the highlighting): there is data in the row and Qty (Per Event) is blank.
