How do I check if two rows have the same contact name and if the start/end dates overlap?

Would something like this work for you? The same formula for both contact and start date, except you change the reference to the column you want to check.

Yes, I want to check if the assigned developer contacts match and if the dates overlap. For example, in the below picture the estimated start date for the second row falls in between the star-end date for the top row. I want a check to see if this does or does not happen. You can ignore the other columns.
