Auto Number based on criteria

I have the formula plugged in the number works just as it should. The only thing is my formula doesn't add to the next entry as it some in. @Tim Hanson did you midify anything else for the formula to transfer down?

Hmmmm... that's strange. This might be a question for a guru with more experience than me... there is no cell formula in the next row as shown in this image:
But as soon as I but the submittal type and project code, the auto number generates... as shown below:
I have over 160 rows in this sheet, maybe there is a minimum number of rows for a cell formula to automatically kick in?
Edit: sounds like the formula needs to exist in at least two rows above or below in order to automatically carry to a new row.

@Tim Hanson when you tickets are complete do you tranfer to another sheet? If so does that mess with the numbering?

@Caleb W, no we keep all the data on one sheet. To try to keep things as clean and tidy as possible we restrict all data entry from our users to forms that they fill out, and we create a dashboard for each of their projects with reports that filter our all irrelevant information. Our sheets carry a ton of information and can look really messy, so we try to avoid direct work in them, but it helps keep our functions quite a bit simpler.
