I am trying to create a formula that would reference two different columns to return an answer. For example,
IF Column D with number is greater than 30 AND if column B is blank = At risk-stale
OR
IF Column B is blank = At risk

See if this works for you.
=IF(AND([Column D]@row > 30, [Column B]@row = ""), "At Risk-Stale", IF([Column B]@row = "", "At Risk", "OK"))
The "OK" at the end is what happens if none of the criteria are met (column B is not blank).
