I ended up signing up online for smartsheet online and paid for a years subscription following trial.

My team members put up request for smartsheet through corporate IT and were given access.

Not sure why I keep getting pop up prompting to add more licenses.

Because your account is not tied to the corporate account. Think of your account as the same thing as the corporate account.
