How do I get my sheet to flag automatically

Here is what I'm trying to do:

If planned start is in the past and start date is blank...I need late start column to populate a red flag

Any idea on this? Is it a workflow or a formula that is needed?

Try this formula =IF(AND(ISBLANK([Start Date]@row), [Planned Start Date]@row < TODAY()), 1, 0)
