How do I change when my Sheet starts the next workday?

I have a formula in Sheet Summary that counts workdays remaining until launch. It works except that the count doesn't go down each day until 10 AM. If anyone looks at it before 10 AM, it shows an extra day. I can't figure out why it updates at 10 AM, so I don't know how to fix it. Ideally, it would change at midnight.

Yeah... the dates column is pretty buggy as it does not take into account local time and does this to everyone. I don't have a solution for you and have yet to see one...
