Count Function Error

Trying to count the number of times there was Giving before 01/01/24. Using the function shown, it yields 0. If I change < to show count after 01/01/24, it gives me 9 instead of 2. What am I doing wrong?

=COUNTIF(Date:Date, <DATE(2024, 1, 1))
