Resource Management Report permissions

We are using Resource Management to track project hours. We would like Project Managers to be able to run reports to show the hours reported by individual team members on the project but not be able to view financial data. Currently there is no permission or combination of permissions that allow running reports to view hours only. Users either have full access to all reports or no access to reports.
