Do you mean you want to increase the price by 4.5%?

Try this:

=[Tier 1]@row * 1.045

Since you have blank and non-number cells in the row, you will have to check for that. This should work:

=IF(ISNUMBER([Tier 1]@row), [Tier 1]@row * 1.045, "")
