I have a sheet in excel that has a formula that looks at a column and grabs the email address from it and adds a ; after it. The Excel formula is =Table36[@[E-Mail Address]] & ";" is there something similar that I can use in Smartsheet?

Yes there is. Instead of & just use +
You also need to reference your cell based on the smartsheet column name.
So it would be something like
=[E-Mail Address]@row + ";"
