=IF([30C Low income or rural]@row = "Y" , CAPEX@row * 0.30

Can you post an image that shows the formula typed into the cell? You'll need to make sure the columns referenced are the correct names:
[30C Low income or rural]@row
It's also searching for the exact letter "Y" in that cell, so if there's anything else (e.g. "Yes" or "Y - ") then the IF statement won't find a match, so it will return a blank cell.
A quick way to see if this is what's happening is to add a value to display when there is no matching value:
=IF([30C Low income or rural]@row = "Y" , CAPEX@row * 0.30, "No Y Found")
