Enhancements to Dynamic View Description

Currently, users have to click on the "i" icon in order to see description details pop up in a pane on the righthand side. It would be helpful to have a description option permanently show below the title. This way the owner can add updates if needed, and the users will easily see them. If this is not possible, then being able to add a description to an empty view would be helpful (instead of only showing "There's nothing to show").

For our example, we have filtered out all rows because we are processing requested updates (and don't want users to update anything else). Instead of showing a blank page with no detail, we would like to show on the page "Updates are currently being processed, so there are no items to view at this time".
