Does anyone know how to count the number of unstarred boxes without adding in the blank rows?

Every time I try to count the number of boxes that aren't starred it counts the rows that are blank as well. How do I only include the rows that are not starred and aren't blank.
This is the original formula I used but it is included all rows.
=COUNTIF({2024 USPS Audit Failures and Exceptions Range 3}, "0")

Add in another column (eg Created Date) that you can check against if it is blank...
