I have 45 active projects and I want to report a forecast total of all projects. the 45 projects have a separate budget sheet with a section for current financial year and a cell that has the forecast. I want to report a combined total for all projects and I then want to show the quarterly forecast combined amount. How would I do this?

Have you looked into pulling a report to pull in each of these cells from the various project specific sheets? You can use grouping/summary in the report to get the grand total.
