Lock Document Builder for Viewer Level Users

We autogenerate many of our customer level forms. Unfortunately, a team member who only has viewer access to the underlying Smartsheet accessed document builder, used the incorrect template to create a form and shared it with our customer.
We have workflows in place to create the forms when the necessary information changes and would like to stop users from accessing document builder when they shouldn't.
