From the Home menu tab in Smartsheets, Choose Create New > Browse Templates > Search Templates > and type in RACI. 

There is only one result and is probably the model that the color-coded one in the article was probably built on.

I was able to do that but is there a way to access that exact sheet. Or would I have to create it again?

I would imagine you would have to create it again. As there is only one RACI template in "Browse Templates." Its possible what you saw in that post was an image created for marketing and not an actual sheet.
