formula to caluclate percentage of subtotal

I'd like to create formula that tells me the percentage of each line item as compared to the project total. In the example below, I want to know the %value that engineering is compared to the Project Total. And as the project budget progresses, the % the subtotal is of the Projected Total.

Yeah, this sheet is a bit of a hot mess tbh.

Also, you haven't posted column headers so I'll have to assume the are the same as row 5.
