create formula when count is below another cell

Is it possible to create a formula that will do the following: Would like to be able to show if Qty on Hand goes below Min Qty Required can the cell automatically highlighted without having to use conditional formatting.

No. To adjust the formatting of a cell based on a specific condition, you have to use conditional formatting.
Edited to add: You can use a formula to populate a separate column with a warning, flag, etc..
