Multi-Select Contact List does not allow you to add names not already in the list

Hi there -First post so forgive me if I learn along the way here.

I have a Form with 3 contact fields. All 3 are connected via Data Shuttle so that the Contact list is updated for the drop-down. 1 is single-select and is functioning as intended where you can select a contact from the list OR add a contact manually. The other 2 are multi-select and i have not selected the option to "Restrict to list values only" however you are not able to add a contact that is not already in the list. It seems this is limited due to the multi-select vs. single-select. Any thoughts or suggestions?

Hmm, I was able to get this to work by creating a multi-contact field and adding it to a form. You do have to manually type in a full email address and hit enter, but it was able to work. I appreciate the check here. I think it's because I have the Data Shuttle updating the contact pick-list because otherwise what you're saying works 100% of the time.
