I'm looking to see if there is a way to update the "Last Modified Date" system column when someone adds a comment to a row.

There isn't a way to create a system column that will only update when a specific cell or comment is added, but if you're looking for visibility on when comments are added, you might consider enabling highlight changes: https://help.smartsheet.com/articles/521974-highlighting-changes-made-to-a-sheet
You can also use Activity Log (if you're on a Business or Enterprise plan) and filter on just the comments: https://help.smartsheet.com/articles/2476206-track-sheet-changes-with-activity-log
I have used Zapier (www.zapier.com) to populate a checkbox or even copy in the comment into cell -- which would then trigger the Modified Date value.
The Modified By would be whomever set up the Zap.

It’s not a matter of visibility. It’s (obviously) a matter of picking it up programatically after the fact; e.g. in a report. You (may) want an addition or change in the Comments field to trigger an appropriate change in Modified.This should be a configurable option on a sheet-by-sheet basis as I can see how you mightn’t want it for every sheet.
