Combining AND and OR statements

For this I want to combine a OR AND statement to meet the needs below.

Using a multi Dropdown I want to be able to countif {Utility Line} has Preferred and Sent, but i also want to be able to countif {Utility Line} has sent. See image below.

So the two time you want a cell to be counted are when a cell contains

both Preferred and Sent

or

just Sent?

If that is correct, you need something along the lines of:

=COUNTIFS({Range}, OR(@cell = "Sent", AND(HAS(@cell, "Sent"), HAS(@cell, "Preferred"))))
