How to do conditional formatting

Hi everyone. I need your help on how to do conditional formatting for below case.

a. This is data from excel. As you can see any column with positive value will turn green, any negative value not less than -30% is yellow and red if less than -30%

I would like to do the same in Smartsheet as well.
