Is there a way to do it without using Bridge? My manager doesn't want to use an API.

Without Bridge API integration then next best thing is to use Data Shuttle to import/export the data. You'll need to work with FreshService to understand what you can export into what format for Data Shuttle to pick up, and then vice-versa how/if FreshService can pick up data from a Smartsheet Data Shuttle export.
