Keep row content with Name

I have a certification tracking Smartsheet and I was originally using an Index formula to pull names from another sheet I have, but when they get removed from sheet1 (multitracker) an issue arises. Sheet 2 (Cert tracker) has that empty name spot filled with the name below so the rows no longer match the name.

I pasted a table example below. So basically name 6 is removed from sheet 1 (no longer employed) sheet 2 removes it as well but every name shifts up at that point. is there a way to lock that info in a row to that name? Nothing but the name is pulled from sheet 1. Like is it possible to send the name row that is "gone" to an archive sheet so when everything shifts up it is with the correct name still? or will the name updates have to be manual in both sheets?

@Paul Newcome Thank you. I figured that had been answered. I don't know if I will do that though I already have to have 5 sheets for each workcenter for HR policy reasons and I don't think that this is something I will try currently
