countifs formula

I am trying to find the formula to count if something is found in one column and somethings else is NOT found in another column

=COUNTIFS(ColumnA:ColumnA, "Test", ColumnB:ColumnB, NOT("Test"))

=COUNTIFS({SJMC Oracle Health Issue Form Range 1}, "1-Critical", {SJMC Oracle Health Issue Form Range 4}, NOT("Closed"))
