Ignoring the ROUND function, I think what you're looking for is:

=COUNTIFS(City:City,"A",Reported:Reported,>=TODAY(-30))/COUNTIFS(City:City,OR(@cell="A",@cell="B",@cell="C",@cell="D",@cell="E"),Reported:Reported,>=TODAY(-30))
