Looking for suggestions on how to summarize requirements on a certain date

What I would like is a sheet/report to list which vehicles require 30 Day Exercise by Month.

To summarize vehicles requiring a 30-Day Exercise by month, I'd add a helper column to extract the month and year from each "30 Day Exercise" date using a formula like =TEXT([30 Day Exercise - (30)]@row, "MMM YYYY"). Then, create a report filtering by the desired month, displaying the "Vehicle #" and relevant exercise columns. Also, group by month in the report or display it in a dashboard for a clear monthly breakdown.
