Next Task on a dashboard

I am trying to create the above to appear in a dashboard. I have been able to pull in everything (Except the data bars as it seems that is not part of the conditional formatting) but I am struggling to figure out how do I pull in the next step. It should be the either the task that is in progress or some of the team wants to see what is the next task due after the one that is in progress is completed. I can't figure out either. Also any ideas on the data bar formatting would be appreciated as well. Thank you for any guidance you can provide.

    @Cynthia Wolf You're correct you cannot do the bars/text column and gradient filled bar either at all and/or in the same column. Other than that the easiest way to do this would be to have a hidden helper column on the source data that calculates which row(s) are applicable based on if statements. If they meet the criteria such as if status is not 100% and /or XYZ…etc…. then "X". Then make a simple report that is filtered to only X rows. Of course you don't see the X but then put that report on the dashboard.
