conditional format

maybe someone knows if it's possible to define condition format by using a formula in condition as it can be done in Excel
For ex if I want to define a green color for KPI value if it is more than 95% from the target ' without specifying the additional calculated field

so I have had success in the past setting up a column with a formula that essentially has this condidtional formatting formula. If the conditions are met, it equals 1, if not, a zero. Then set the condidtional formatting to change the formatting of the orginal row, based on the value of the third party column.
